A handy idea: each minus lowers the all-plus total by twice that number
One flipped number lowers the all-plus total by twice that number.
Working backwards from the target turns 'where do the minus signs go?' into the easier question 'which numbers, doubled, fill the gap?'

Why?
The all-plus total already counts that number once as an addition, so it must first be removed and then taken away again.

Every term contributes its own amount to the running total, so changing one term's sign changes only that term's contribution.

(1) 23 overshoots 9 by 14, so flip 4 and 3: 10 − 4 + 6 − 3.
Knowing the gap is 14 (so flipped numbers must total 7) points straight to 4 and 3 — quick guess-and-check within 20.

(2) 26 overshoots 18 by 8, so flip just the 4: 14 + 5 − 4 + 3.
The gap of 8 means flip numbers totalling 4 — exactly the single card 4.
