Rule for largest and smallest
Largest goes biggest-first; smallest goes smallest-first but never leading with 0.
A digit is worth the most in the hundreds place, so big digits belong on the left for a large number and small digits on the left for a small number.

A digit on the left is worth far more than the same digit on the right, so a small digit does the most good in the hundreds place.
