Find the overall width and height in plates
In plates the table spans 4 across and 3 up.
Counting plates across and up tells you the size in whole plate-widths, no ruler needed.

The U is that rectangle with a notch cut from the top middle.
The empty top-middle is just what's left after the two arms and the bottom row, found by subtracting.

Walking the border counts 18 plate-widths.
Perimeter is the whole trip around the edge, so I add every straight piece I walk along.

Why?
The straight pieces follow one after another around the edge with no gap and no overlap, so together they are the whole boundary.
Why?
Every plate is the same width, so counting in plate-widths and multiplying once at the end gives the real length.
Convert plate-diameters to inches
At 20 in each, the perimeter is 360 in.
Once everything is in plate-widths, one multiplication by 20 in turns the count into a real length.
