Why?
To find how many bouquets of 7 the flowers make, you divide 87 by 7, and dividing is just the reverse of gathering the flowers into equal groups of 7.

After the bouquets are made, the 87 flowers fall into two piles — those tied into bouquets and those left single — so counting each pile fixes the result at 12 bouquets and 3 singles.

Twelve bouquets that each hold 7 flowers hold 12 equal groups of 7, which comes to 84 flowers.
